يسعى البرنامج إلى تحقيق الأهداف الآتية :1. تخريج باحثين مؤهلين منهجياً وعلمياً في تخصص الفقه المقارن .2. بناء الشخصية الإسلامية المتميزة والقائمة على الفهم السليم لمقاصد التشريع الإسلامي من القرآن والسنة والقادرة على الجمع بين الأصالة والمعاصرة .3. الوقوف على مسالك الفقهاء المجتهدين في استنباط الأحكام من أدلتها بعثاً لروح الاجتهاد .4. تزويد الطلبة بقدر من المعارف والأحكام الشرعية تجعلهم قادرين على إعطاء الحلول في كل مستجد مستحدث .5. تعزيز روح الانتماء لدى الدارسين لدينهم وأمتهم وحضارتهم بالوقوف على ما في التشريع الإسلامي من قدرة على أن يمد الإنسانية بمعين لا ينضب من التشريعات في الأنظمة التي تنظم علاقة الإنسان بالإنسان .
إبراز دور الفقه الإسلامي في معالجة القضايا المعاصرة والمستجّدة وتحقيق أعلى مقاييس الجودة في التعليم والبحث العلمي.
يسعى القسم لإعداد الشباب المتخصص في الفقه وأصوله وتأهيلهم لأن يكونوا دعاة ومرشدين في المجتمع بصورة فاعلة.
